The Barbados Survey of Living Conditions (BSLC) was initiated by the government to produce primary input for a wide range of government policies, including the areas of education, health, employment and farming. Each particular domain shared the overarching purpose of eradicating poverty, a priority for a country that had the lowest poverty indicators in the Caribbean.
In collaboration with the Barbados Statistical Service and financed by the Inter-American Development Bank, Sistemas Integrales was responsible for all aspects of survey design and implementation, including sampling, questionnaire design, fieldwork and data management.
Innovations included:
- Sistemas Integrales developed an innovative approach to measuring consumption, which is crucial for updating the CPI basket and for characterizing poverty.
- Sistemas Integrales also designed and implemented a comprehensive and customized fieldwork monitoring scheme to ensure data quality and fieldwork efficiency. Multiple quality indicators were established to detect and correct any inconsistencies, beginning at the earliest stage of data collection.
